Service Description

SafeHOWs provides threat intelligence screening services to houses of worship. Our service checks names against publicly available government sanctions lists, international watchlists, law enforcement wanted and seeking-information programs, open-source intelligence, and, in some jurisdictions, public state sex offender registries, to help identify potential security concerns.

Intended Use

  • Houses of worship (synagogues, churches, mosques, temples, gurdwaras, etc.)
  • Religious organizations and their security personnel
  • Event organizers for religious community events

Limitations

SafeHOWs is a screening tool, not a definitive security solution:

  • Results are based on publicly available data and may not be complete
  • A match does not necessarily indicate a threat — further verification may be needed
  • No match does not guarantee safety
  • Records reflect the last time we retrieved them from their source, not the present moment; a source may have added, amended or withdrawn an entry since
  • Name similarity alone is weak evidence. Common names produce coincidental matches, and our scoring reflects that
  • Users are responsible for how they act on screening results

Sex Offender Registry Data

Where public state sex offender registry data is included, it carries additional restrictions that both we and you must observe:

  • A registry match on name similarity alone is never sufficient to deny entry, exclude, or take any adverse action against a person. It must be corroborated by a government identification match or an agreeing date of birth. Our system enforces this by capping the risk level such a match can produce.
  • Registry data must not be used for any purpose prohibited by the publishing state, including — depending on jurisdiction — employment screening, housing, insurance, credit, or any commercial purpose.
  • Registry data may not be used to harass, intimidate, or threaten any registrant or their family. Doing so is a criminal offense in most states.

Non-Discrimination

SafeHOWs is intended to identify specific, evidenced security threats. It must not be used to screen, exclude, or profile people on the basis of race, ethnicity, national origin, religion, immigration status, disability, sex, sexual orientation, or gender identity. Accounts used this way will be terminated.

Acceptable Use

  • Use the service only for legitimate security screening purposes
  • Not use the service for discrimination or harassment
  • Comply with all applicable laws and regulations
  • Not attempt to reverse-engineer or misuse the service

SafeHOWs is provided "as is" without warranties of any kind. We are not liable for decisions made based on screening results. Users assume responsibility for their security decisions.
